Housing was chosen as the annual European theme for European Federation of National Organisations Working with People who are Homeless for 2008.  The report presents and discusses issues in the debate around links between housing, housing policies and homelessness across 18 countries. As well as raising questions to be considered further, it also looks to suggest possible ways forward in
tackling homelessness.
