This paper examines the impact of proposed benefit reforms on housing, considering in turn the likely impact of policies relating to under-occupation, direct payments and benefits caps.  It finds a number of policy areas where perceived short-term savings are likely to be overshadowed by a set of complex problems in the longer-term.
