Direct tenant access to ombudsmen protected

Last minute changes to the Localism Bill have seen direct tenant access to the Housing Ombudsmen protected after pressure from tenant and landlord groups. However, this option will only be available should tenants receive a poor service from the 'designated persons' responsible for the complaints procedure (expected to be MPs, councillors or newly formed tenant panels), and if at least eight weeks have passed since the end of their landlord's internal complaints procedure.
