This paper examines the housing needs and aspirations of England’s largest black and minority ethnic (BME) populations.1 It sets out to identify how changes in demographic, spatial and economic factors are likely to affect the demand for affordable housing from BME populations in the future. The paper explores the ways in which BME households’ needs and preferences are changing, how they differ from those of white Britons and what kind of affordable housing provision may be required in the future to ensure that these needs will be adequately met.

Gypsies, Travellers and accommodation
This paper examines the accommodation needs and experiences of Gypsy-Travellers. Highlighting in particular the lack of suitable sites for Gypsy-Travellers, the briefing also draws attention to the widespread failure of Local Authorities to target Gypsy-Travellers in public service provision, including homelessness strategies. The briefing also focuses on the health impact of unsuitable accommodation for Gypsy-Travellers, with many individuals experiencing high levels of anxiety and depression, whether because of racist abuse, threats and discrimination, or due to pressure to live in unsuitable ‘bricks-and-mortar’ housing.

This briefing looks at the housing experiences, needs and aspirations of black and minority ethnic (BME) young people aged between sixteen and twenty-five. It aims to inform housing providers of ways of improving services to this diverse group, arguing that we need to listen more closely to the voices of young people in order to design and deliver improved housing services. The briefing draws attention to key issues of choice, affordability, diversity and the prevention of homelessness among young BME people.

Rural minority ethnic experiences: housing and health
This briefing examines the experience of black and minority ethnic (BME) service users based in rural areas. With most BME groups traditionally based in urban settings, potential barriers to access and use of services consistently emerge in rural contexts, including poor access to advice and information; language and communication difficulties; and lack of culturally sensitive services and investment in capacity building. With poor monitoring practices in many areas, the association between ethnicity and 'non-White' individuals means that the needs of other groups, including A8 migrants, can often go unnoticed.

Meeting the sheltered and extra care housing needs of black and minority ethnic older people
Although research into the housing needs of black and minority ethnic elders has made consistent recommendations over the past twenty-four years, these have, at best, been only partly implemented. With increasing numbers of black and minority ethnic (BME) elders, service providers must address their needs, both in the provision of ethnic-specific 'bricks and mortar' sheltered accommodation and 'extra care' accommodation. Given the current emphasis on community cohesion, and a perceived antipathy to solutions that are viewed as addressing the needs of one community alone, consideration should be given to how best to meet specific needs within a mixed environment. This paper argues that there is a clear need for a range of possible solutions to an individual's housing problems, and that awareness of the solutions should be raised to allow service users to make informed choices.

The housing needs of black and minority ethnic disabled children and their families
The outcomes and life chances of disabled children and their families are, to a greater or lesser extent, affected by the homes in which they live. Inaccessible public spaces and community facilities, societal attitudes, and health and care needs mean that disabled children spend more time in their homes than other children. This briefing argues that regardless of the nature of their child’s impairment, most black and minority ethnic families with a disabled child will be living in unsuitable housing. Although differences exist between the difficulties experienced by different ethnic groups, a lack of space is an almost universal problem, as are difficulties with making structural changes to their homes.
